Multiple Men Charged in Fatal Shootings Across Platte County and Northmoor.
Phillip Frazier, 50, has been charged with second-degree murder and armed criminal action after allegedly shooting Cody Steffen following a car accident in Northmoor, Missouri. Witnesses reported Frazier pulling out a handgun and shooting Steffen from a few inches away. Frazier is being held without bond at the Platte County Detention Center.
