Emonnie Branch, a 51-year-old Tennessee man on probation for fraud, is charged with murdering Kentucky State Trooper Hayden Phillips during a traffic stop on I-65. Branch was arrested in Louisville after a four-hour manhunt and denied bond. Phillips, a three-year veteran, is survived by his wife and three sons.
