Child found locked in dog cage in neglected Philadelphia home.
Philadelphia police are investigating after a 6-year-old boy was found nude inside a locked dog cage with a blanket and pillow in a home where two young girls were found half-dressed outside. The children are related, and there were also two adults inside the home at the time. The mother is being questioned, and an investigation is still underway. The Department of Human Services has been to the home before.
