The report finds UVU staff raised concerns about the outdoor venue and ticketing but allowed TPUSA to override them, leading to a crowd of 3,000 instead of the estimated 600. While the audit clears UVU of bad faith, it criticizes the school for failing to secure rooftops, coordinate with local police, or issue timely alerts. Kirk’s family has filed a legal claim, arguing UVU assumed responsibility for safety.
