A 13-year-old boy driving a stolen Kia packed with other youths crashed into a Toyota in Germantown, killing William Vance Payne II, a 58-year-old father of five and longtime NIST employee. Seven minors were in the Kia, with several injured; investigators say the circumstances of the theft are still under review and charges will be determined later.
