Border strikes widen as Russia targets Ukraine’s Moldova routes to choke trade
ISW assesses that Russia is escalating strikes on Ukraine-Moldova border infrastructure to disrupt ground routes (GLOCs) and grain exports, part of a broader effort to isolate Ukraine from Europe and deter Moldova and regional partners, while continuing attacks on Ukrainian port infrastructure. Moscow is also pushing a decree on temporary management of critical infrastructure and pursuing the Rassvet satellite program. In Ukraine, forces maintain a long-range strikes campaign against Russian energy assets and report battlefield activity across Kharkiv, Donetsk, and Zaporizhzhia regions amid widespread drone and missile attacks affecting civilian and transport infrastructure. Belarus shows no significant change in activity per ISW. The report also references high-profile Western attention to Russia’s actions, including a visit by the CIA director to Moscow.
