Third ICE Detainee Dies in Louisiana Facility Amid Diabetes Care Concerns
Carlos Josue Marchena Marchena, a 36-year-old Costa Rican man with type 1 diabetes, died in U.S. Immigration and Customs Enforcement (ICE) custody at Winn Correctional Center in Louisiana on September 18. His family alleges he suffered from missed insulin shots, inadequate food and water, and lack of blood sugar monitoring. This is the third detainee death at the facility in six months and the 58th ICE detainee death since January 2025. ICE maintains that Marchena received proper medical care, while a recent Department of Homeland Security inspection found the facility violated federal standards for medical care and food service. The official cause of death is pending.
