The Biden administration has previously introduced a voluntary "bill of rights" for AI development, and the National Institute of Standards and Technology has published a voluntary AI risk management framework. The US government has historically been slow to regulate rapidly advancing technologies, in contrast to European countries, which have proposed a legal framework categorizing AI systems by risk.
