Judith Neelley denied parole for 1982 murder and kidnapping of 13-year-old girl.

Judith Ann Neelley, who was convicted of murder in the 1982 death of a 13-year-old girl, has been denied parole by the Alabama Board of Pardons and Parole Boards. Neelley and her husband Alvin Neelley were convicted of killing Lisa Ann Millican, who was abducted from a mall in Rome, Georgia, sexually assaulted, injected with drain cleaner, and fatally shot. Alabama Gov. Fob James commuted Neelley’s death sentence to life in 1999. This was Neelley’s second opportunity for parole since a state law to bar her from parole was ruled unconstitutional.
