Philadelphia Increases Security Measures Amidst Unruly Crowds.

A carnival in South Philadelphia is increasing security after approximately 500 "unruly juveniles" gathered in the streets around the carnival, leading to its shutdown. A 14-year-old girl was arrested for disorderly conduct, recklessly endangering another person, and possessing an instrument of crime. The carnival has announced that no teen under the age of 18 will be permitted inside unless accompanied by a guardian or has proper identification. The event started on April 6th and runs through April 15th.
