Illinois' COVID Unemployment Crisis: $5.2 Billion in Overpaid Benefits and Fraud

An audit of the state of Illinois revealed that the Illinois Department of Employment Security (IDES) improperly paid out $5.2 billion in unemployment benefits during the COVID-19 pandemic, with millions going to deceased individuals and those in prison. The audit found that IDES issued overpayments of $2 billion for regular unemployment insurance and $3.2 billion for federal Pandemic Unemployment Assistance (PUA). Approximately $2.8 billion has been classified as identity theft and is considered unrecoverable. The audit also highlighted IDES' lack of preparedness and inadequate fraud prevention measures. Lawmakers are calling for accountability, while IDES partly blamed the Trump administration's implementation of a poorly designed unemployment insurance program. The audit recommended that IDES develop a plan to address future spikes in unemployment claims.
