Ethics panel calls for censure of Rep. Edwards over staff harassment findings

The 25-page report details interactions with two young female staffers, including gifts and personal gestures that staff said made them uncomfortable. Edwards denies wrongdoing and says he will cooperate. The panel will bring a privileged resolution to the full House for a vote, which requires a simple majority to censure; the committee stopped short of recommending removal from committees. With the House out until Aug. 31, no floor action is expected until lawmakers return.
