Salem Councilors Defy Citizens' Pleas, Approve Paycheck Tax

The Salem City Council voted 5-4 to implement a tax on worker paychecks, despite overwhelming public opposition, in order to close a city budget deficit and fund police officers, firefighters, and homeless sheltering services.
