A storm system along the California coast is expected to bring excessive rain, thunderstorms, and the possibility of waterspouts or tornadoes to Southern California through Friday. The worst conditions are anticipated from Wednesday afternoon into Thursday, with numerous floods likely and flash flooding expected. The storm, known as a "cutoff low," will move slowly, resulting in enhanced rainfall lasting longer than a typical storm.
