The report also cited Russia's attacks on Ukraine's power grid as a potential crime against humanity. The findings could aid efforts to prosecute those who committed the atrocities. More than 8,000 civilians have died since the invasion began in February 2022. The report will be presented to the Geneva Human Rights Council next week.
