Global Efforts to Hold Russia Accountable for Aggression in Ukraine Intensify

The United States has joined Ukraine and the European Union in opening a new international prosecution center at The Hague called the International Centre for the Prosecution of the Crime of Aggression Against Ukraine (ICPA). The center aims to build criminal war crimes cases against Russian leadership for the 2022 invasion of Ukraine. While the International Criminal Court (ICC) is already investigating Russia for war crimes, it does not cover the crime of aggression. The ICPA will focus on prosecuting Russia for the crime of aggression, which is an overarching war crime established in 2010. The center will facilitate collaboration among independent prosecutors from different countries to hold Russia accountable and bridge the gap in international law. The United States will contribute to the center and provide resources for international prosecutions.
