Putin's Crimea Visit Amidst ICC Arrest Warrant and Calls for Rules-Based Order

Russian President Vladimir Putin visited Crimea to mark the ninth anniversary of its annexation from Ukraine, a move that most of the world denounced as illegal. The visit came a day after the International Criminal Court issued an arrest warrant for Putin, accusing him of war crimes and bearing personal responsibility for the abductions of children from Ukraine during Russia's invasion of the neighboring country. Putin has shown no intention of relinquishing the Kremlin's gains and stressed the importance of holding Crimea. The ICC's arrest warrant was the first issued against a leader of one of the five permanent members of the U.N. Security Council.
