Speed is believed to be a key factor amid Irvine’s ongoing crackdown on speeding and street takeovers; mourners have paid tribute at the crash site. Wehr ran a weekly car meetup, and Kramer was visiting for the weekend. The Orange County coroner had not publicly identified the victims at publication time.
