Judge Orders City Hall to Release Rent Freeze Communications Amid Landlord Challenge
A Manhattan judge has ordered the release of communications between Mayor Zohran Mamdani’s office and the Rent Guidelines Board (RGB) to investigate allegations of improper influence on the city’s historic rent freeze. The ruling, issued by Judge Brendan Lantry, grants landlords limited discovery access to emails and texts from January 1 to June 25, 2026, as they challenge the legality of the freeze for approximately one million rent-stabilized units. While the judge noted the unprecedented nature of a mayoral candidate guaranteeing an independent board’s decision, he did not rule on the merits of the freeze itself. The decision comes two weeks before the freeze takes effect on October 1, with legal experts questioning whether the landlords can prove the board lacked a rational basis for its vote despite the procedural concerns.
