Embassy Contractor Sues State Department for $461M Over Pandemic Construction Dispute
B.L. Harbert International, a major U.S. embassy builder, has filed a $461 million lawsuit against the Trump administration in the U.S. Court of Federal Claims. The company alleges that the State Department directed it to continue construction on 12 diplomatic projects worldwide during the 2020 pandemic, leading to significant cost overruns. Although a $370 million settlement was reportedly reached in September 2025, the company claims political leadership intervened to reverse the deal, resulting in only $501,636 being paid. Harbert argues that the government’s failure to honor its commitments threatens the viability of a shrinking pool of qualified contractors for secure overseas facilities.
