The United States is considering providing cluster munitions, specifically dual purpose improved conventional munitions (DPICMs), to Ukraine, according to senior officials. DPICMs are surface-to-surface warheads that disperse multiple small munitions over wide areas, causing widespread destruction. Some human rights groups oppose their use due to concerns about unexploded bomblets harming civilians. Ukraine has been requesting DPICMs since last year, but the transfer is restricted by an international treaty.
