The plan relies on a royal decree-law guaranteeing compulsory, solidarity-based reception or family placement, with options for child-protection organisations to manage care on the mainland. Some autonomous communities have refused intake. Ceuta has been allocated €25 million to address the situation, and authorities had identified over 2,100 minors by mid-August.
