Philadelphia Cream Cheese has created the Tax Free Bagel, a hollowed-out bagel stuffed with cream cheese that sidesteps the prepared food criteria and the special tax applied to all prepared foods in New York City. The limited run of Tax Free Bagels was sold only in New York City.
