An American tourist who was celebrating her graduation from Yale with a friend in Turks and Caicos had her foot ripped off by a shark during a private boat tour. The boat captain applied a tourniquet to her mangled leg before she was rushed to a medical center, but her foot could not be reattached due to a six-hour delay in emergency response. The victim was listed in stable condition at a Miami hospital.
