Japan's Major Cities Escalate Crackdown on Halloween Disorder
Japanese municipalities in Tokyo, Nagoya, and Fukuoka are intensifying security and enforcement measures to curb disruptive behavior during Halloween. Shibuya Mayor Ken Hasebe launched a 'Goodbye Bad Halloween' campaign, deploying over 125 security guards and urging residents to celebrate indoors. The measures follow years of rising tourism, public disorder, and safety concerns triggered by the 2022 Seoul crowd crush. While officials cite littering, public drinking, and traffic obstruction as primary issues, local business owners and some residents argue the restrictions are counterproductive, harming commerce and failing to address broader behavioral problems.
