However, the state now faces a new threat as the largest spring runoff in decades is expected, with historic snowpacks in local mountain ranges. The combination of heavy rainfall and snowmelt could lead to dangerous flooding in communities downhill of the mountains and located in the Central Valley and San Joaquin Valley of California. The state's temperamental climate can produce both extreme wet and dry conditions, with atmospheric rivers causing more than $1 billion in yearly flood damage on average.
