TL;DR

New York City is bracing for another rainy weekend as Tropical Storm Philippe approaches, expected to make landfall in Maine or Canada on Saturday night. The storm is predicted to bring up to two inches of heavy rain and thunderstorms to the five boroughs, prompting Mayor Eric Adams to activate the City's Flash Flood Emergency Plan. Last week's record-setting rainfall and the delayed response from the mayor's administration have led to increased criticism and scrutiny.
