US-Iran MoU sketches ceasefire, Hormuz management, and uranium steps, but many questions remain

The United States released a readout of a 14-point memorandum of understanding with Iran, outlining an immediate halt to military operations on all fronts including Lebanon, a phased removal of the naval blockade (full removal within 30 days) and procedures to ensure safe, toll-free passage for ships for 60 days, plus Iran’s negotiation with Oman over Strait of Hormuz management. The accord also calls for downblending or otherwise disposing of stockpiled enriched uranium under IAEA supervision, and for a mutually agreed mechanism to support a regional reconstruction fund (at least $300 billion) with sanctions lifted in a final deal. It emphasizes sovereignty and non-interference and appears to drop explicit regime-change aims, but it omits concrete terms on Israel/Hezbollah, leaves Lebanon ceasefire implementation unclear, and raises many questions about enforceability and verification.
