The event, scheduled from November 30 to December 12, aims to secure the world's first deal to phase out CO2-emitting coal, oil, and gas. Biden's attendance would have allowed him to address climate change, connect with world leaders, and appeal to liberal and younger voters ahead of the 2024 presidential election.
