Russia accused of attacking Ukrainian evacuation boat, killing three in Kherson.

Russia is accused of shelling evacuees in flooded Kherson, Ukraine, killing at least three people and injuring 23. Ukrainian President Volodymyr Zelenskyy signed a decree sanctioning 178 Russian nationals, including Constitutional Court judges, for five years. The Kakhovka dam was blown up by Russian forces to prevent the Ukrainian offensive in the southern Kherson region, according to Ukrainian Deputy Defense Minister Hanna Maliar. The destruction of the dam caused a vast flood inundating towns and villages, leaving at least 700,000 people in need of drinking water. Ukraine said it has taken three villages in the Donetsk region.
