Luis Moreno Ocampo, the former chief prosecutor of the International Criminal Court, stated that both Hamas and Israel are guilty of genocide. He argued that Hamas committed war crimes, crimes against humanity, and possibly genocide by intending to destroy Israelis as a group. He also claimed that Israel's actions, including the siege of Gaza, can be considered a form of genocide. Moreno Ocampo cited Article 2C of the Genocide Convention, which defines genocide as inflicting conditions to destroy a group. He further mentioned that many Israeli government officials have expressed genocidal intentions. While Israel is not a signatory to the Rome Statute, the International Criminal Court has jurisdiction in Gaza, the West Bank, and East Jerusalem.
