Coal from Russian-annexed Ukraine reportedly sold in NATO-member Turkey

Coal produced in the annexed regions of Ukraine has been exported to Turkey, a NATO member, according to Russian customs data. Between February and July 2023, over 160,000 tonnes of coal from the Donetsk and Luhansk regions arrived in Turkey, accounting for 95% of shipments from the annexed areas. Unlike the US and EU, Turkey has not imposed sanctions on Russia or the annexed regions. The buyers of the coal were companies registered in Hong Kong, the UAE, and offshore jurisdictions. Turkey, a major coal consumer, has been increasing its reliance on coal for electricity generation.
