The Impact of the Ukraine War on Europe's Political Landscape

The European Union's expansion and response to the Ukraine war have highlighted both political maturity and transactionalism within the bloc. While the EU has shown unity in freezing Russian assets, imposing sanctions, and providing aid to Ukraine, disagreements and exemptions have emerged, revealing a more transactional approach. Hungary, in particular, has blocked financial aid to Ukraine and leveraged its veto power for its own interests. The EU's Common Foreign and Security Policy remains weak, and some member states have sought exemptions from sanctions. Additionally, the EU's defense spending and fiscal limitations, particularly in Germany, pose challenges to achieving greater defense autonomy. The EU's ability to act as a geopolitical union and make decisions by majority vote is hindered by differing threat perceptions among member states. However, as US support for European security becomes less certain, a stronger geopolitical union may become necessary.
