Russia has enlisted over 230,000 additional personnel into its army since the beginning of the year, as part of an aggressive military recruitment campaign aimed at countering the Ukrainian counteroffensive and holding captured territories. President Putin had previously announced a "partial" military mobilization, and now Moscow is using a massive PR campaign with financial incentives to attract volunteers. The ultimate recruitment target has not been disclosed, but estimates suggest Russia may be aiming for 400,000 volunteers. Defense Minister Shoigu had previously stated that Russia's army would be increased to 1.5 million people as the offensive in Ukraine continues.
