The order seeks to improve child care for federal workers' offspring, lower costs for families in the Child Care & Development Block Grant program, provide better home-based care for military veterans, and raise pay and benefits for teachers and staff in the Head Start program. However, the directives would be funded out of existing commitments, limiting their impact.
