International Office in The Hague Begins Investigation into Russian Invasion of Ukraine
The International Centre for the Prosecution of the Crime of Aggression against Ukraine (ICPA) has opened in The Hague, Netherlands, after months of lobbying from Kyiv. Backed by the EU and the US, the centre aims to prosecute those responsible for the invasion of Ukraine. The involvement of the United States has added weight to the demand for a special court, even though Washington refuses to become a member of the ICC. The issue of how the tribunal would operate remains unresolved, with Ukraine favoring a resolution from the United Nations General Assembly and some Western supporters calling for a hybrid tribunal.
