A survivor of a deadly New York Harbor boat capsizing describes holding five-month-old Antonella Garcia after her mother, Sara Sanchez, searched for a life jacket; prosecutors say there were no child-sized life vests and the 10-seat motorboat was overcrowded. The group, about 14 friends celebrating a church birthday, overturned in a swell near Liberty Island around 10:30 p.m. All other survivors were rescued. The captain, Manuel Hernandez, was charged with two counts of misconduct and neglect of a ship officer resulting in death and released on bail; if convicted, he faces up to 20 years in prison.
