Corpus Christi’s industrial water-rate battle heads to state hearing
Corpus Christi is locked in a legal dispute with large industrial customers (Valero, Citgo, LyondellBasell) over an $80 million water-rate refund after the city raised rates for these users in 2023. Regulators recommended a much smaller refund, and a three-day public hearing before an administrative law judge at the Texas Public Utility Commission will determine the outcome, with the final decision resting with the PUC. The case highlights the city’s effort to fund new water projects while arguing that industry has not paid its fair share, versus industry claims for discounts tied to proximity to the treatment plant. If the companies prevail, the city could be forced to refund tens of millions even as it seeks funds for future infrastructure.
