The Biden administration has proposed a new rule that would require coal and some gas plants to significantly reduce their planet-warming emissions by using little-used technologies such as carbon capture and hydrogen. However, experts question whether these technologies can be scaled up in time to meet the rule's requirements, and getting government approval for carbon capture and transporting and storing the captured carbon pose logistical challenges.
