Ukrainian President Volodymyr Zelenskyy has called for a global response to what he describes as "terror" after Russia's largest air assault on Ukraine since the start of the war, resulting in at least 30 deaths and over 160 injuries. The attack damaged residential buildings, schools, hospitals, and other civilian infrastructure, leading Ukraine to state that no truce with Moscow is possible under these conditions. The UN Security Council convened urgently, with most members condemning the assault, while Russia claimed it targeted military infrastructure and blamed Ukrainian air defense for civilian casualties.
