House passes bipartisan bill to end penny production and mandate cash rounding
The House of Representatives unanimously passed the Common Cents Act, a bipartisan measure that permanently bans the minting of new one-cent coins for general circulation. The legislation establishes a framework for rounding cash transactions to the nearest five cents, while ensuring existing pennies remain legal tender. The bill also authorizes the US Mint to test cheaper materials for nickels and directs the Treasury to assess the impact on vulnerable populations. If signed by President Donald Trump, the law would prevent future administrations from reversing the decision to halt penny production, which the Mint stopped in November 2025 due to rising costs.
