
Cap on Non-U.S. Athletes Poised to Reshape U.S. College Sports
A bipartisan TEAM USA Act would set a hard 20% limit on international athletes on varsity rosters (with an exception for teams of fewer than 10 players) and would amend the Higher Education Act to apply to nearly all Title IV institutions starting in 2029-30. It defines international athletes as non‑US nationals or athletes funded by a foreign Olympic/Paralympic body, and could impact roster decisions across sports, including rowing.
