Syria and Russia Strike Deal to Reorganize Moscow’s Military Footprint
Syria and Russia have reached a memorandum of understanding to reorganize Moscow’s military footprint in Syria, transferring civilian facilities to Syrian control and converting bases into joint training centers, with a transition to be completed within three months at Tartus and Hmeimim as relations shift into a new phase.
