A 28-year-old man named Dustin Taylor Oakley from Raleigh has been charged with kidnapping after stealing a car with a five-year-old inside at a shopping center in Chapel Hill. The AMBER Alert was sent out on Monday night, and the child was found safe and Oakley was arrested by Lillington police late last night. Oakley is facing multiple charges and is scheduled to appear in court this afternoon.
