UK and France End 'One In, One Out' Migrant Pilot After Limited Results
The UK and France have terminated their 'one in, one out' migrant exchange pilot, known as Operation Hillmore, after it failed to achieve the desired scale. The agreement, which allowed Britain to return small-boat arrivals in exchange for accepting legal asylum seekers from France, processed only about 1,500 people over a year. While London cited high costs and limited numbers, Paris sought a broader EU-wide solution. The scheme is set to end on October 1, 2026, with both nations now negotiating the terms of exit.
