Meaningful safety would come from strict cybersecurity standards (encrypted maps, audits, vulnerability disclosures, data-retention rules) rather than a manufacturing ban. Domestic production could help over time, but enforcement is uncertain and years of transition lie ahead; policymakers should regulate how securely robots work, not where they’re made.
