United Launch Alliance (ULA) has announced a delay in the debut of its Vulcan rocket, pushing it to 2024, due to ground system issues encountered during a fueling test. ULA has had a slow year, with only three launches scheduled, partly due to the transition from its older rockets to Vulcan.
