Lake County Lawmaker Unveils Plan to Keep Chicago Bears in Illinois
Illinois State Rep. Martin McLaughlin (R-Lake Barrington) unveiled the Taxpayer and Investment Protection Agreement (TIPA) Act (HB5797), a public-private framework that would require the Bears to invest at least $2.5 billion in a new stadium, with up to $1.2 billion in public infrastructure and about $4 billion in surrounding development; an independent audit would monitor compliance, and 30-year commitments would protect taxpayers as Illinois competes with neighboring states after the Bears expanded their stadium search to Indiana.
