Ukraine has initiated discussions about establishing a special international tribunal to prosecute Russia's aggression against Ukraine, as there is currently no international criminal tribunal to try those responsible for the aggression. The crime of aggression is a leadership crime, and those responsible might include the political and military leaders who were actually involved in taking the tragic decision to use military force against a sovereign country in violation of the UN Charter. The establishment of this special tribunal may seem distant, but it offers a huge opportunity to fulfill the UN Charter’s goal of saving succeeding generations “from the scourge of war.”

The Battle for Bakhmut: Stalemate Continues Between Russian and Ukrainian Forces.

Russian forces continue to attack the Ukrainian towns of Bakhmut and Avdiivka, but are not making progress, according to Ukraine's military. The two towns, along with other communities in the Donetsk region, continue to receive the brunt of Russia's attacks. The military said Ukrainian fighters continued to repel the attacks and Russia was suffering high combat deaths. The situation at the Russian-occupied Zaporizhzhia nuclear power plant is described as very dangerous, and the head of the United Nations nuclear watchdog is expected to visit the plant on Wednesday. The United States supports the establishment of a special tribunal on the crime of "aggression" against Ukraine.
