
Global coalition backs new Ukraine aggression tribunal to try Russia
A broad coalition of 34 Council of Europe member states plus Australia, Costa Rica and the EU agreed to join a future special tribunal to prosecute Russia for the crime of aggression over its 2022 invasion of Ukraine; the Council of Europe approved the framework for the court, which could theoretically try senior Russian figures including Putin, though several member states have not yet joined; the ICC already has warrants for Putin for related abuses but lacks jurisdiction to prosecute aggression.
